Risk management and funding structures: an econometric panel data analysis of health insurance in Australia

Project aim(s):
- provide a detailed analysis of the equity and efficiency of current subsidies;
- estimate models of total individual health expenditure risk using a unique dataset linking survey data with a
- panel of detailed patient health records on medical services, pharmaceuticals and hospital admissions;
- estimate a system of separate risk equations for medical, pharmaceutical and hospital expenditures to
- investigate substitution across programs;
- determine the extent of deviations between current health care subsidies and predicted risk-related subsidies
- and identify how these are distributed across the population (by income, region and health risk etc); and
- simulate the impacts on resource allocation of alternative subsidies.
